Earth2 pitkän tauon jälkeen

Hello everybody, it’s been a really long time since I logged in and now I’m lost. I just logged in and I have no idea what do to. I only have 4 tier 1 tiles and I don’t what should I do with them. Can anybody give me some advices on what to do?
